PURPOSE: A method is provided to improve the durability of a thermal storage tub and to use recycling materials such as waste vinyl resins and the like. CONSTITUTION: A heat exchanger(2) installed in an open tank(1) circulates pipe water to a drain pipe(11) of hot water accepting pressure higher than air pressure by a pump(9) after heating cold water introduced into a suction pipe(10) by starting a heater(3) with midnight power. A thermometer(6) installed on the drain pipe of hot water checks the temperature of heat stored water(12) in the open tank to control the action of the heater. Also, an electronic operation valve(7) operates the opening and closing of the drain pipe with a thermostat.
