PURPOSE: A method is provided to send a commercial suitable for a corresponding district and environment for telecasting with a public and cable program through the lower end of a television monitor dually divided by a central server of an internet service company. CONSTITUTION: From members, an internet service company collects information about a place and district where a television is installed, and builds the information to a database with specific member numbers by a central server. Then, the company makes a commercial film according to the information. When a member turns on the television, the corresponding commercial film is telecasted through the specific divided television monitor with a program.
