PURPOSE: A system for freezing a road surface and a construction method thereof are provided to melt ice formed with a snowfall to prevent the freezing of the road surface, to reduce economic loss caused by an accident and a traffic jam and to heat a cultivating earth of a heating room or a vinyl house by inserting a heating element in the road. CONSTITUTION: An artificial intelligence sensor(9) embedded in a sensor of humidity and of temperature and the like transmits the state of a road(freezing) to a CPU. The CPU orders a power supply command to a voltage controller inside a center voltage controller(10) by seizing the state of the road and the voltage controller supplies an appropriate voltage into heating wires. Thereby the freezing of the road is prevented by heating. Two heating wire(1) embedded in an inner and an outer heating elements is a device to supply the heat into the heating elements by supplying a power from the voltage controller and a heating wire consists of 2.5mm thickness semi-permanent, a semiconductor core, a fluoric polymer jacket, a copper foil, and an outer cover.
