PURPOSE: To provide an inexpensive water level controller and irrigation water management system for a paddy field, which help stably supply water to the entire paddy field and automatically control it at a given level, and is easily set up. CONSTITUTION: This water level controller 6 for a paddy field is equipped with an irrigation water supply/discharge section 63, water discharge value 64 and water level controlling dam 65, wherein the water supply/discharge section 63 is provided at near the bottom of a bottomed cylindrical water supply/discharge measure 60 and connected to a water pipe running along a farm road, the water discharge valve 64 is provided in the water supply/discharge section 63 at near the bottom of the cylindrical water supply/discharge measure 60, and the water level controlling dam 65 is open to the air at the upper section of the water supply/discharge measure 60, the water supply/discharge measure 60 being equipped with a water supply/discharge port 61 which is in communication with a farming section 42 to which water is to be supplied.
