Methods for the treatment of combustion effluent containing nitrogen oxides are provided. According to these methods, the combustion effluent is treated with a liquid treatment additive composition comprising urea, water and an oxygenated organic compound, in the presence of a catalyst. The treatment additive compositions of the present invention have lower freezing points than water/urea solutions, which allows use and storage of the treatment additive at temperatures below 10 DEG F (-12 DEG C), if necessary.
