The claimed invention, fluttering desk-top flag, is intended for promotional-decorative purposes and as a universal souvenir. It comprises a stand with a hollow and a solid flag-mast carrying the flag canvas. In the stand there is an electric fan that drives air through the hollow flag-mast on top of which there is a symmetrical nozzle. The air accelerates through the nozzle, and is directed and dispersed to the flag canvas causing it to flutter. In the stand there can be fixed a fragrance container. The fragrance is carried by the running air and refreshes the room. The fluttering desk-top flag will be particularly used for decorating desks and working spaces. The fluttering desk-top flag manufacturing is easy. It is made of materials and products available in the market.
