A method is disclosed for installing a tubular member (26), having an upper end (30) and a closed lower end (32), axially into and through an over-pressured region (14) of the earth (12) by using a mandrel (42, 44) to drive the tubular member (26) from near the bottom, which results in a significant section of the tubular member (26) being pulled through the over-pressured region (14). In another embodiment, a filler material (36) is inserted into at least a portion of the tubular member (26), and the tubular member (26) is driven from the upper end (30), with the filler material (36) assisting the progression of the tubular member (26) through the over-pressured region (14).
