The internal network is divided into a main network with one or more branches leading to external connectors and a low voltage control network (20) with time switches (25). The arrangement has internal connectors (13-16) for an energy or fluid source, an connector (7) for an external removable connection element that connects the tap to the point of consumption and an internal network that connects the internal connector to the corresponding external connector. The branches contain devices (22,28) for allowing or blocking delivery of energy and/or fluid. The control arrangement requires periodic access.
