PROBLEM TO BE SOLVED: To accurately discriminate the essential difference between a registered seal impression and a seal impression to be collated from these seal impression patterns without influences from degree of sticking of seal stamp ink, uneven stamping, etc. SOLUTION: This seal collating device consists of a registered seal holding means 1, which stores the seal impression image of a registered seal, a collated seal holding means 2 which stores the seal impression image of a seal to be collated, a positioning means 4 which performs matching of positions between both seal impression images of the registered seal and the seal to be collated, a shift processing means 6 which generates a shifted seal impression image, by shifting one of both seal impression images of the registered and collated seals in an arbitrary direction and by an arbitrary distance, a switching signal generation means 7 which generates the switching signals in an arbitrary time cycle, a seal impression switching means 8 which performs switchings between the seal impression image shifted by the means 6 and the seal impression image of the seal, whose shifted seal image expression is not generated by the means 6 based on the switching signals of the means 7, and outputs one of both seal impression images as a switched seal impression image and a display means 9, which alternately outputs the switched seal impression images according to the time cycles of switching signals.
