PROBLEM TO BE SOLVED: To maintain the validity of an electronic watermark even if plural electronic watermarks are overlapped by detecting the state of electronic transparent information after plural elements having electronic watermark information are overlapped as one group of data and informing thereof. SOLUTION: A CPU 201 executes a basic I/O program, OS and an electronic watermark control program. The basic I/O program is written into ROM 202 and OS into an HD drive 206. The power of a device is turned on and OS is read from HD 206 into RAM 203 by an initial program loading function in the basic I/O program and an OS operation is started. When the recording medium of FD 205 into which the electronic watermark information control program and related data are recorded is set in an FD drive 204, the control program and related data are read from FD 205 with the control of OS and the basic I/O program and they are loaded on RAM 203. Then, an operation can be executed.
