PROBLEM TO BE SOLVED: To make a duplicated generation restriction control appropriate by managing another additional information by rewriting based on the additional information by means of an electronic watermark information. Similarly, a compliant reproducing device 300 rewrites and outputs CGMS information of the reproducing output video information. When it is recorded by a compliant recording device 200, if the additional information by the electronic watermark information of the video signal from the set top box (receiver) 100 is in the state of 'a signal duplication allowed', the CGMS information is rewritten into '11' (duplication inhibited) based on the watermark information, and moreover, the watermark information is rewritten from 'a signal duplication allowed' into the state of 'no further duplication allowed'.
