PROBLEM TO BE SOLVED: To easily modify terminal definition information and to reduce the load on a system administrator, and to improve the quality of operation management and operation efficiency by dividing terminal devices into groups and generating pieces of terminal definition information according to the groups, and storing and managing the pieces of terminal definition information in a terminal definition information management file. SOLUTION: Terminal devices are divided into terminal device groups 31, 32, 33, 34, 35, and 36, and pieces 51, 52, 53, 54, 55, and 56 of terminal definition information are generated on a computer side and managed as the terminal definition information management file 5. When on-line actuation is performed, on-line information 41 is generated with the purposes for use of terminal definition information that respective CPN(central processing node) use and their terminal definition information numbers and managed in a file 4 for on-line information management. The on-line information management file 4 and terminal definition information management file 5 are so located that the respective CPNs can refer to them.
