PROBLEM TO BE SOLVED: To provide a picture processor and a picture processing method which obtain pictures of high quality independently of patterns of various original pictures by suppressing the occurrence of color irregularity or a moire pattern which is made conspicuous by patterns of original pictures. SOLUTION: An inputted picture signal is resolved to colors and is read, and the gradation is converted into color units. A screen pattern is selected for the purpose of changing the copy mode (S1930) in accordance with the picture signal subjected to gradation conversion, and the extent of phase shift in the unit of one line in the main scanning direction is changed into resolved color units (S1950). Image formation in the main scanning direction is controlled based on combination of extents of phase shift in changed color units.
