PROBLEM TO BE SOLVED: To obtain a multiplexing system in which system re-start is not necessary at switching an operation/waiting system. SOLUTION: This multiplexing system is provided with a network connecting part 8 for electrically connecting communication controlling parts 4 and 5 with a network 10 under the same condition and a connecting part 12 for directly connecting operation/waiting systems 2 and 3. At switching an operation from the operation system 2 to the waiting system 3, the communication data of the operation system 2 and the operation information of the communication control part 4 are transferred to the waiting system 3. When a factor for switching the operation is generated during communication via the network 10 with an other communication system 11, the operation system 2 moves the operation information including the communication control information through the connecting part 12. The waiting system 3 which receives the operation information of the operation system 2 initializes the system as a whole, including the communication controlling part 5 according to the operation information of the operation system 2, and starts the operation.
