PROBLEM TO BE SOLVED: To provide the radio base station controller that connects with a plurality of radio base stations which employs different radio access systems in the radio local loop system and is not affected by the difference in the radio access system of the radio base stations, and that contains the wireless cell station(WCS) to attain a telephone service. SOLUTION: A wireless subscriber unit(WSU) 11-1 is provided with a telephone control section 30, a codec control section 31a, a transmission reception section 32a, and an antenna 33a. A wireless cell station(WCS) 14-1 is provided with an antenna 34a, a transmission reception section 35a, a codec control section 36a, a multiple control section 37a, and a 2M interface section 38a respectively. A wireless access control center(WAC) 3 is provided with a 2M interface section 3a and a channel exchange control section 3b.
