PROBLEM TO BE SOLVED: To improve information transmission efficiency by increasing the rate of operation of a data signal line when operating bidirectional data transmission and reception by sharing the data signal line, or when transmitting data from plural information sources. SOLUTION: This system is provided with a means for setting timing for issuing a request for using a signal line to an arbitrating mechanism according to the number of data buffer buffered in a data buffer C8 of a transmitting and receiving mechanism 2 and the increase rate of the number of data to buffered, and for dynamically resetting the start timing of burst transfer. Thus, even in a situation that the increase rate of the number of data in the data buffer is changed, desired burst transfer length can be maintained, and data transfer efficiency can be raised.
