PROBLEM TO BE SOLVED: To provide the conflict controller which is able to effectively function even on a multiprocessor processing system. SOLUTION: The controller has a degeneration type conflict relation table 27 wherein the conflict flag for conflicting command operation is set ON assuming operation on the same processor and a decentralization type conflict relation table 28 wherein the conflict flat for conflicting command operation is set ON assuming operation on a different processor and checks the degeneration type conflict relation table 27 according to execution state information received from an execution management means 24, kind information on arriving command operation, and destination processor information. Then a conflict relation decision means 25 decides a conflict error when the conflict flag of the corresponding part is ON, and checks the decentralized type conflict relation table 28 when OFF to decide no conflict error when the conflict relation flag is OFF.
