PROBLEM TO BE SOLVED: To increase a capacity and to reduce an impedance in a high frequency region by forming, on a dielectrics film, a solid electrolyte of conductive high polymer where a high polymer comprising a specific heterocycle monomer unit as cyclic unit is doped with a specific sulfonic acid ion and sulfuric acid ion. SOLUTION: A dielectrics film is formed on an anode by anodizing, on which a solid electrolyte of a conductive high polymer wherein a high polymer comprising a heterocycle monomer unit shown with a formula is as cyclic unit is doped with alkylnaphthalene sulfonic acid ion of alkyl group whose carbon numbers is 4-24 and sulfuric acid ion, with the electrolyte jointed to a cathode. In formula, R1 and R2 are alkyl group and H, respectively and independently, X is S or NR3 (where R3 is alkyl group or H). The solid electrolyte is formed by electrolytic polymerization using a water solution comprising, as an electrolytic polymerization liquid, pyrrole and thiophene, etc., and a specified ionic dopant.
