PROBLEM TO BE SOLVED: To improve productivity when excellent capacitor characteristic is stably realized and a solid-state electrolytic capacitor capable of stably obtaining excellent characteristic is manufactured, in a solid-state electrolytic capacitor having solid electrolyte composed of conductive high-molecular compound formed by electrolytic oxidation polymerization. SOLUTION: This manufacturing method is provided with a process for forming an insulating oxide film by oxidizing an anode base body composed of metal, a process for forming a conductive base layer on the oxide film, and a process for forming a high-molecular electrolyte layer containing conductive high-molecular compound on the base layer by performing electrolytic oxidation polymerization while applying a centrifugal force. Preferably the insulating oxide film and the conductive base layer are formed on both surfaces of the anode base body, and the high-molecular electrolyte layer is formed on the surfaces of both the conductive base layers, while applying the centrifugal force in such a manner that the direction of the centrifugal force intersects rectangularly the surface of the anode base body.
