PROBLEM TO BE SOLVED: To reduce color breathing and hue variation by making white balance adjustment response slow when a passing body is present in an image pickup picture and fast when not. SOLUTION: The number CNT of areas wherein the absolute value of the differences between the mean value VCave of moving vectors VCmn by respective divided areas in one picture which are detected by a movement detecting circuit 11 and the moving vectors VCmn are larger than a 1st threshold TH1 is calculated. When the number CNT of the areas is larger than a 2nd threshold TH2, it is judged that there is a passing body in the image plane and the variation width of an RGB gain adjustment set value is set to a small value, so that the response of white balance adjustment is made slow. When the number CNT of the areas is less than the 2nd threshold TH2, it is judged that there is no passing body in the picture and the variation width of the RGB gain adjustment set value is set to a large value, thereby setting an RGB gain adjustment value so that the response of the white balance adjustment is made fast.
