PROBLEM TO BE SOLVED: To make desired calls for many subscribers completed by rearranging base stations after adjusting a value representing a power level of a base station with a most intense electric field strength, when strongest congestion exceeds a threshold and setting a strongest level to other cell at a location where mobile terminal units are placed so as to effectively reduce a setup radius of a base station whose power level is highest. SOLUTION: A base station controller BSC 26 includes at least a processor 30 and a product 32. The product 32 includes a medium 34 and an executionable computer program 36. The executable computer program 36 includes instructions to dynamically reduce congestion of calls. The executable computer program 36 is served as part of a propagation signal 38. Since this method includes corrections of the executionable computer program 36 of the BSC 26, the level of a server with the most intense electric field strength is adjusted, on the occurrence of congestion of a cell A in excess of a threshold level. |
