PROBLEM TO BE SOLVED: To simplify the processing to retrieve a start code. SOLUTION: A multiplexer/demultiplexer 807 demultiplexes/multiplexes a video stream so that a start code is placed at the head of packets. An image coding/decoding device 805 inserts a stuffing byte directly before the start code, encodes the video stream so that the start position of the start code comes to the head of an n-byte period (n is an optional integer being 2 or over), manages the position of the start code in a transmission buffer in the image coder and outputs information of the start code position in the bit stream to the multiplexer/demultiplexer 807.
