PROBLEM TO BE SOLVED: To provide an information recording medium whose manufacturing is easy while recording density of the medium is enhanced by forming information pits so that pits have the same sizes and the same shapes and edge positions of the pits are steppingly changed from the prescribed standard position in accordance with multilevel information. SOLUTION: The serial-parallel converter 11 of a recorder converts recording data consisting of a series of serial data signals expressing information given by a voice and a video into coded data signals whose unit is made to be N bits (N is a prescribed number selected from integers equal to or larger than two). A recording signal generator 12 generates recording signals obtained by steppingly shifting edge positions of front edges of recording pulses in 2N steps with respect to rising timings of a reference clock CK in accordance with inputting coded data signals to output them to an optical modulator 13. Moreover, a laser beam source 14 is arranged on the optical path of the input side of the modulator 13 and an optical system 15 and a turntable 16 on which a recording medium 18 is mounted are arranged on the optical path of the output side of the modulator 13.
