PROBLEM TO BE SOLVED: To decode data which are encoded for each of plural image information (object) by a decoder having arbitrary encoding specifications by providing a varying means which varies the number of pieces of image information in a data sequence. SOLUTION: A profile level decision unit of a profile level adjustment part 205 places a header changing unit in operation to change and encode the contents of a profile and level indication(PLI) for a decoder 207 and delete header information regarding an object which is not decoded (discarded) by the decoder 207 according to the comparison result of a variable-code comparator. Namely, the header information of the encoded data is replaced with contents matching the decoding capability of the decoder 207 or an inputted profile and a level. Further, arrangement information regarding the object corresponding to the discarded object is deleted from object arrangement informationαto generate new object arrangement informationβ.
