PROBLEM TO BE SOLVED: To interpolate an ID number and ID information even when SYNC blocks of different length are intermingled. SOLUTION: A delay line DL 51 whose length is (2L+α) can store two SYNC blocks whose length is L and three IDs of them. An acquisition section 60 stores the ID of an input SYNC block. A management section 62 counts number of the IDs stored in the DL 51. An ID generating section 61 selects a plurality of the IDs with the counted value of three stored in the management section 60 in a relation in cross reference with the IDs stored in the DL 51 and generates a plurality of interpolation IDs. Based on error information of SYNC blocks in the DL 51, the interpolation ID selected by a plurality of the interpolation IDs is superimposed on the SYNC block. In the case of receiving the SYNC block with a length K, where a relation of 2K>L>K holds, the count is 4 and a plurality of the IDs are selected. The number of the IDs stored in the DL 51 is counted to cope with the SYNC blocks of different length.
