PROBLEM TO BE SOLVED: To increase the average reading speed by avoiding a wasteful low speed reading state in reading out data from a disk on which bubbles, black dots, etc., are scattered, in a disk reproducing device capable of changing over a reading speed to the optimum according to error rates. SOLUTION: When data of a fixed length are successively read out at a disk rotating speed lower than a maximum rotating speed, the disk speed is reset to the maximum before reading the data. Thus, it is possible to re-start reading at a maximum double speed from a neighboring position having passed by a low quality portion caused by bubbles and black dots, and it become possible to make the best use of the performance of the disk reproducing device by eliminating such a failure as data have been read at a lower double speed even from a high quality area where the data could have been read intrinsically at the highest double speed.
