PROBLEM TO BE SOLVED: To generate curved surface data having little distortion, which passing through plural measuring points on a real curved surface or nearby these measuring points from three-dimensional(3D) measuring data expressing the positions of these measuring points. SOLUTION: When a temporary curved surface plate divided into patches corresponding to respective measuring points pm is set by a temporary curved surface plate setting means 32, based on a 3D measuring data expressing the positions of plural measuring points pm on the real curved surface, an elastic member is attached with the temporary curved surface plate from the plural measuring points pm by an elastic member attaching means 42, the position of a point for attaching the elastic member to the curved surface plate is defined by using the distance between the measuring points pm by an attaching point defining means 46. When the position of the point is used for attaching the elastic member to the curved surface plate defined by the attaching point defining means 46, a curved surface data calculating means 50 calculates curved surface data which expresses the curved surface of the temporary curved surface plate for minimizing a distortion energy sum U=(ΣU1+ΣU2) of a distortion energy U1 of the temporary curved surface plate and a distortion energy U2 of the elastic member attached to that plate.
