PROBLEM TO BE SOLVED: To reduce connection time by enabling efficient connection to a prescribed host device, while simplifying the management system of a screen control file when obtaining and storing the screen control file such an HTML file or an image data file held in the host device. SOLUTION: A download tool 42d which is set as proxy by a browser 42c obtains a file from a file storage area 42d1, in response to a request for capturing data from the browser 42c and obtains the file from a Web server, only when the file is not present in the file storage area 42d1, and transfers it to the browser 42c. In this case, at preliminary downloading of files based on a desired URL in a batch at once from the Web server, and storing those files in the file storage area 42d1, the URL corresponding to the file read by the browser 42c is obtained, and when the file related with this URL is present in the cache area 42c1 of the browser 42c, the file is obtained preferentially from the same area.
