PROBLEM TO BE SOLVED: To prevent formation of magnetic fields and completely remove electromagnetic waves harmful to a human body by providing first heating wires connected to an upper input stage and second heating wires having current flowing in the opposite direction to the first heating wires and connected to a lower input stage. SOLUTION: Power sources having currents different from each other in their direction are inputted into an upper input stage 1 and a lower input stage 3, respectively, of a flat heating unit, and current inputted into upper input wires 11 of the upper input stage 1 flows through first heating wires 5 to generate heat. Current inputted into lower input wires 13 of the lower input stage 3 flows through second heating wires 7 to generate heat. Because the current inputted into the upper input wires 11 and that inputted into the lower input wires 13 flow in their mutually opposite directions with insulators 9 interposed between them, magnetic fields set up by the currents flowing through the upper input wires 11 and the lower input wires 13, respectively, cancel out each other and also electromagnetic waves cancel out each other. The currents inputted into the first heating wires 5 and the second heating wires 7, respectively, flow in their mutually opposite directions, and magnetic fields set up by them, respectively, cancel out each other.
