PROBLEM TO BE SOLVED: To improve the accuracy of the power consumption estimation of an integrated circuit by estimating the power consumption of a basic circuit based on 1st power consumption when an output changes, and 2nd power consumption in the circuit when the output does not change. SOLUTION: When an input signal of a basic circuit changes, energy consumption is defined as 2nd power consumption when an output signal of the circuit also changes, and energy consumption is defined as 1st power consumption when the output signal of the circuit does not change. The power consumption of the basic circuit is estimated from the ratio of the basic circuit in operating with the 1st power consumption and its ratio in operating with the 2nd power consumption, and the calculation results are stored in a file 22. The kind, the number of used times and load capacity of the basic circuit to be used for an LSI are found and the results are respectively stored in files 25 and 26. Further, energy consumption is found in every basic circuit to be used for the LSI based on each data stored in files 23, 25 and 26. Then, the total of energy consumption of each basic circuit is calculated to obtain power consumption.
