PROBLEM TO BE SOLVED: To support both a synchronous transfer mode like TDM traffic and an asynchronous transfer mode like ATM traffic by formatting a signal consisting of plural transfer mode signals to transfer it through a radio device. SOLUTION: A multi transfer mode cell path transmits mixed traffic to an SSI module 204, and a sell formatter of the module 204 discriminates and separates a TDM cell from an ATM cell. The TDM cell is separated according to a scheduled time slot as it is normally separated in a TDM system, and on the other hand, the ATM cell is classified according to header information. Therefore, one-to-multiple system 200 formats TDM data and ATM data in a peculiar frame structure and can transfer both a TDM and an ATM by multiplexing them in the module 204 with the system 200.
