PROBLEM TO BE SOLVED: To make the entire code quantity smaller in comparison with the case of directly coding and sending a progressive picture. SOLUTION: A filter circuit 200 receives a progressive image signal input, which separates the input into a vertical low frequency component signal and a vertical high frequency component signal. The vertical low frequency component signal is given to a 1st coding circuit section 100-1 and the vertical high frequency component signal is given to a 2nd coding circuit section 100-2. An output from the 1st coding circuit section 100-1 is outputted as a coding signal output #1 through a 1st variable length coding circuit 11-1 and a 1st buffer 12-1. An output from the 2d coding circuit section 100-2 is outputted as a coding signal output #2 through a 2nd variable length coding circuit 11-2 and a 2nd buffer 12-2.
