PROBLEM TO BE SOLVED: To make one-way type electronic money having no vagrant negotiability simulatively have vagrant negotiability and to make its handling easy by receiving reception money and also newly issuing payment money that is the same amount as the received reception money. SOLUTION: An adjusting device 1 consists of an electronic money issuing part 11, an electronic money genuineness confirming part 12, the person confirming part 13 and a transmitting/receiving part 14. The device 1 adjusts reception money stored in a reception area 22 of a paying/receiving card 2 and fills payment money of the same amount in a payment area 21. Thus, the device 1 adjusts the reception money being electronic money which is used once and can not be reused and newly issues the payment money being electronic money which is the same amount as the adjusted reception money and which is usable. Thus, it is possible to immediately change reception money into payment money and to make money simulatively have vagrant negotiability. |
