PROBLEM TO BE SOLVED: To allow the remote controller to automatically supply a video recording medium to a plurality of video tape recorders(VTR) and to continuously conduct an edit work without interruption even when remote control is not available from a touch panel and a program transmission information terminal. SOLUTION: The remote controller is provided with a plurality of VTRs 111-11n, a touch panel division monitor 13, a program transmission information terminal 18, an image synthesis means 12, a control section 15 that outputs various control signals for VTR edit, a resource matrix device 16 that selects a video cartridge and loads it to a designated VTR, and backup preset BOXes 171-17n (backup preset means) that act as backup devices for the touch panel division monitor 13 or the program transmission information terminal 18. The control result is returned to the backup preset means, the program transmission information terminal 18 or the touch panel division monitor 13.
