PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having small bad influence on environment and capable of reducing a fear like a break after heat shrinkage of an exterior case. SOLUTION: By using an exterior sleeve 7 made of biodegradable plastic resin, such as polycaprolactone-based plastic, a resin layer is formed on an outer face of the electrolytic capacitor. The exterior sleeve 7 made of polycaprolactone-based plastic is not hardened even after heat shrinkage, and even when excessive shock or vibration are applied to the electrolytic capacitor, the sleeve 7 is not split. Since the polycaprolactone-based plastic doesn't include chlorine, dioxin and the like are not generated even when it is burned up. When the plastic is left under ground, the polycaprolactone-based plastic doesn't remain for a long time because of decomposition, so the electrolytic capacitor has small bad influence on environment.
