PROBLEM TO BE SOLVED: To provide a safety management system by which the function of imparting a caller number in advance is utilized, a maintenance personnel is specified based on the informed telephone number, a routine contact can be discriminated without line connection, telephone speech charge is not required and the labor and time for inputting a PB signal is reduced. SOLUTION: This safety management system is provided with a public line network 30 that is provided with a caller number notice function, a portable terminal 40 that is possessed by a person to be managed, and a safety management device 50 consisting of a line control means 51 that detects an incoming call according to a caller number notice procedure predetermined with the public line network 30 and controls a line so as not to connect the public line network only through reception of the caller number, of a storage means 54 that stores a telephone number of the person to be managed and management data corresponding to the person, of a caller number detection means 53 that detects the caller number informed from the public line network, and of a central control means 52 that changes the management data of the storage means based on the detected caller number.
