PROBLEM TO BE SOLVED: To utilize really effective interference wave level data by performing allocation while utilizing the interference wave level data obtained by measuring an interference wave level in a fixed cycle for each cell. SOLUTION: When a timer 111-1 set for periodically measuring the interference wave level turns time-out, a channel allocation control part 111 obtains a slot channel use rate for each cell. When the obtained result is higher than a lower limit value, a receiver for frequency channel non-used for interference wave level measurement is selected, and the required instruction is sent to a radio base station control part 112. The radio base station control part 112 transmits the instruction of measurement to a transmitter/receiver control part 113. The transmitter/receiver control part 113 measures the interference wave level concerning all the instructed receivers for frequency channel and the radio base station control part 112 transmits the measured result to the channel allocation control part 111. Based on the received interference wave measured result, the channel allocation control part 111 determines the radio channel allocation. |
