PROBLEM TO BE SOLVED: To relax and absorb an impact and vibrations by an earthquake. SOLUTION: The vibration damping-and-isolation devices 1, 1a are formed of device bodies, in which vibration isolation layers, in which the insides of boxes are filled with granular bodies such as thermoplastic-resin chips such as PET chips, sand, metallic grains, glass grains or the like and vibration damping layers for damping the vibrations of a building are formed, are laminated and housed in columnar hollow column bodies made of a synthetic resin having elasticity under a vertically compressed state, and a pair of upper-lower stationary plates fixed onto the upper-lower both surfaces of the device bodies. The lower stationary plate is fastened onto a concrete foundation, a plurality of the vibration damping-and-isolation devices 1, 1a... are installed and fixed at specified places on the concrete foundation, a sill is laid on the vibration damping-and-isolation devices 1, 1a... while the sill is fastened onto the upper stationary plate, and the building is vibrated for a long period in case of an earthquake while vibrations are damped and transmitted to the building by interposing the vibration damping-and-isolation devices 1, 1a... between the concrete foundation and the building.
