PROBLEM TO BE SOLVED: To provide an intermediate transfer body the surface resistance of which is prevented from being lowered locally, even when consecutively transferring an image with the large laminated quantity of toner and which is superior in mechanical strength having such elasticity that it can be deformed while following the pressure applied by a bias roller at the time of transfer, and which has appropriate conductivity. SOLUTION: For this intermediate transfer body provided with a conductive surface layer 14 on a conductive base material (base material resin layer) 10, the electric field dependence of the surface resistance on the transfer surface of the surface layer 14 is set to <=0.6 digits (logΩ/square). It is desirable that the volume resistance of the material constituting the surface layer 14 be within the range of 1×1010Ωcm to 1×1011Ωcm. It is desirable that the Young's modulus of the material constituting the surface layer 14 be 20,000 kg/cm2 or smaller and that the Young's modulus of the material constituting the base material 10 be 30,000 kg/cm2 or larger.
