PROBLEM TO BE SOLVED: To form cleaning water having high detergency useful for washing, or the like, without using an environment pollution substance by adding an aqueous solution of sodium hydroxide, or the like, to an aqueous solution of sodium carbonate, or the like, so as to increase carbonate ion in the aqueous solution. SOLUTION: This method for forming cleaning water comprises adding an aqueous solution of sodium hydroxide (NaOH) or potassium hydroxide (KOH) to an aqueous solution of sodium carbonate (Na2CO3) or sodium hydrogencarbonate (NaHCO3) in a fixed container to increase the concentration of CO32- in the aqueous solution in the container to form cleaning water.
