PROBLEM TO BE SOLVED: To enable safe and comfortable walking and driving by providing water passing holes in the bottom wall of a block formed by a concrete frame, and filling the interior of the frame with material having water permeability and water holding property. SOLUTION: This block includes six partition walls 21, and hexagonal concrete frame 2, the upper side of which is opened, is provided with water passing holes 24 disposed in the bottom wall or opened in the base. The respective spaces formed by the concrete frame 2 and the partition walls 21 are filled with a material 3 having water holding property and water permeability. The water of rainfall or the like is absorbed in the material 3 to be held, and a large amount of rain water flows through the water passing hole 24 or the opened base not to produce puddles in the road surface. When trapezoidal blocks obtained by two-dividing the block are used, the road side part is easily formed and by jointly using blocks of two shapes, the road surface forming work is accelerated.
