In this case, a case 26 for the device is filled with the 1st photosetting resin, the resin is cured by the light B to form the core part of the optical waveguide. Then the case 26 is preferably filled with 2nd photosetting resin whose refractive index is lower than that of the 1st photosetting resin and the 2nd resin is cured to form a clad part of the optical waveguide.
