PROBLEM TO BE SOLVED: To easily decide the accurate control value of a PID parameter by calculating an optimum PID parameter based on the shape information on a trouble pattern and the current PID parameter and outputting the calculated PID parameter. SOLUTION: A PID parameter current value input device 1 inputs the current PID parameter to a PID parameter current value registering part 5 to register the PID parameter there. Meanwhile, a trouble pattern selection decision input device 2 selects only one problem situation of the control result that is caused by the current PID parameter among the finite number of trouble patterns and registers the selected result at a trouble pattern selection result registering part 6. Then each of recontrol value calculating parts 3a-3c calculates an optimum PID parameter in response to the selected trouble pattern and the registered current PID parameter and outputs this calculated PID parameter to an output device 4.
