PROBLEM TO BE SOLVED: To accurately decide the position of a vehicle on a road on which the vehicle is traveling at present in a section in which plural roads are running in parallel. SOLUTION: The on-road position P0 of a traveling object at the last time is used as a reference point, and present positions P11 and P12 of the traveling object are determined based on the traveling distance and azimuth changing the amounts of the traveling object from the reference point. Then, when plural roads are running in parallel, whether or not the traveling object stops within a prescribed range in which the stop of traveling is requested on road data is judged, and which road the traveling object is traveling on can be determined from the judged result.
