PROBLEM TO BE SOLVED: To provide a diamond coated cemented carbide member having sufficient adhesive power to withstand the impact at heavy grinding even when used as a cutting tool for use in heavy grinding such as milling of aluminum alloy and has excellent peeling resistance. SOLUTION: This member includes a base material 31 made of WC-base cemented carbide having a rugged surface obtained by electrolytic etching and a diamond coating film 33 covering the rugged surface of the base material via an intermediate layer 32. The intermediate layer is a W layer which has, at its surface, a rugged surface having a shape corresponding to the rugged surface of the base material and covers the rugged surface. The base material before electrolytic etching dispersedly contains 2-5 mol% of Ti disperse phases, and groups of Ti disperse phases of 0.5μm to <2μm average major axis exist in (0.1 to 0.2) pieces/μm2 density in the surface of the base material before electrolytic etching.
