PROBLEM TO BE SOLVED: To prevent ball vibration, even though a valve leaking is generated by reducing the airthightness of a fluid passage, in the structure to cut off the fluid passage in the airthight condition by pressure contacting the balls provided at the ends in the axial direction of a valve element, to a suction element. SOLUTION: While a hole 50 extending in the axial direction is provided to a valve element 47, balls 51 and 52 are provided at both ends of the hole 50. The balls 51 and 52 are energized to the upper side and the lower side by a coil spring 53 provided in the hole 50 respectively. A communication hole 54 extending from the hole 50 to the outer peripheral surface is provided to the valve element 47. By this communication hole 54, a coolant is made to communicate between a valve chest 36 and the hole 50 freely. As a result, even though the coolant in the hole 50 flows out, the reduction of the pressure in the hole 50 can be prevented.
