PROBLEM TO BE SOLVED: To provide a shock absorbing levee body having a high damping effect of kinetic energy. SOLUTION: This shock absorbing levee body is constituted of multiple shock receiving bodies arranged on the ridge side of a slope 2, multiple transfer bodies 4 arranged in the direction crossing the shock receiving bodies 3 on the valley side of the shock receiving bodies 3, and a resistance body 5 arranged on the valley side of the transfer bodies 4. Shock absorbing materials 32, 42 are sealed in expandable bag bodies 31, 41 to form the shock receiving bodies 3 and the transfer bodies 4, and the elongation percentage of the bag bodies 41 forming the transfer bodies 4 is set smaller in stages than that of the bag bodies 31 forming the shock receiving bodies 3.
