PROBLEM TO BE SOLVED: To obtain a fibrous substance-treating agent whose fluid dispersion is excellent in stability by dispersing a hydrophobic resin in water in the presence of a specific polyvinyl alcohol and hydrophilic cationic polymer compound. SOLUTION: This agent is obtained by dispersing a hydrophobic resin e.g. polyethylene wax in water in the presence of polyvinyl alcohol having a degree of saponification of 40 to 90% and average molecular weight of 50,000 to 300,000 and a hydrophilic cationic polymer compound mainly having at least one selected from the group consisting of dimethylaminoethyl (meth)acrylate and diethylaminoethyl (meth)acrylate each having a degree of cationization of >=30% and average molecular weight of >=300,000.
