PROBLEM TO BE SOLVED: To provide a means for producing steel with a superfine structure excellent in strength and toughness by an industrially easy method. SOLUTION: As for steel contg., by weight, 0.01 to 0.8% C, 0.01 to 3.0% Si, 0.1 to 3.0% Mn, 0.005 to 0.3% Al and 0.001 to 0.05% N, in the stage of temp. rising or cooling, working is executed at a temp. lower than the Ac1 point in the respective stages and also at the temp. and working ratio bringing dynamic inverse transformation simultaneously with the working, and immediately after that, cooling is executed.
