PROBLEM TO BE SOLVED: To easily, stably and firmly fit a spacer to a reinforcing bar keeping the thickness of a cover of the reinforcing bar. SOLUTION: A ring-like anchor 14 which is wound around an intermediate part of a reinforcing bar support arm A formed of a spring-like metallic wire is integrally embedded in a concrete spacer block B, and a pair of straight bars crossing the longitudinal axis O-O of a reinforcing bar P not at a right angle approximately parallel to a base surface 11 of the spacer block B continuous from the anchor 14 are extended straight in the direction opposite to each other. A pair of locking hooks 16a, 16b approximately parallel to each other are bent to be approximately orthogonal to the longitudinal axis O-O of the reinforcing bar P and to be held around a circumferential surface of the reinforcing bar P from the direction opposite to each other.
